The incumbent of this post reports directly to the Chief Human Resources Services Division and oversees the work of Headquarters Area Entitlements Sections in Amman, Gaza and Jerusalem and will supervise a small team. In accordance with Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities
• Ensure compliance with Staff Regulations and Staff Rules, Staff Management Directives, Instructions, Circulars and Personnel manuals by directing, controlling and verifying all actions taken by the HQ Area Personnel Section which have an impact on area staff members, including recruitment, appointment, promotion, transfer, assignment, entitlements, medical insurance plans, separations, etc;
• Provide regular assistance on HQ and broader issues with Agency-wide implications, in particular:

I. Advising Field Offices on questions relating to possible appealable administrative actions;
II. Reviewing, documenting, systemizing and analyzing various personnel cases of similar nature; on this basis, developing systemic solutions to broader categories of issues and proposing changes or amendments to the current personnel policies and directives for application Agency-wide;
III. Identifying and recommending staff development objectives and training opportunities to achieve the goals of the Section in addition to co-ordinating and conducting on the job training for more junior Area Personnel staff;
IV. Developing work plans and strategies to ensure effective internal controls and future planning to maximize effective use of HQ Area staff and resources;
• Review and recommend decisions on complex and/or special cases related to Area staff entitlements Agency-wide and prepares related correspondence; provides verbal and written explanations on the application of Personnel Rules, Regulations and Procedures as required, and advise when necessary on matters that may have an impact on personnel and staff management aspects in individual situations or Agency-wide;
• Determine eligibility of Headquarters Area Staff members for benefits as established under the provisions of Staff Rules, Regulations and Directives and prepare, or supervise preparation, of corresponding personnel actions, and advise Department Heads of determinations concerning their staff accordingly;
• Supervise document management in the HQ Area Personnel Section; ensure confidentiality and overall accuracy of the personnel files and other records;
• Supervise the preparation of statistical and other reports relating to staff entitlements, years of service, categories of employment.
