The incumbent is responsible to the Chief, Investigations Division in HQ (Amman). In accordance with the Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities
• Undertake or coordinate as appropriate, investigations of misconduct throughout the Agency, applying and ensuring objectivity, impartiality and fairness throughout the investigative processes in accordance with generally recognized international investigative standards and Agency guidelines:
I. Review and assess complaints and allegations, formulate investigation plans, review and analyse all information to determine its relevance and reliability, conduct interviews with staff and other involved parties, obtain and analyse potential documentary and electronic evidence, conduct investigative research, and determine the appropriate presentation of investigative results;
II. Prepare plans, records, interviews, reports and ad hoc briefings pertaining to investigations;
III. Prepare recommendations for corrective action and improved controls, effectiveness, and/or efficiency of UNRWA operations based on the findings of investigations;
IV. Regularly appraise progress of investigations and assess probable impact of investigation outcomes relative to strategies and advise accordingly.
• Offer advice and guidance to UNRWA staff engaged in investigations carried out by Field Office and HQ Departments or other offices including advising Field Office Directors and HQ Directors / Chiefs on Terms of Reference and related plans for investigations; provide guidance on the conduct of such investigations in accordance with generally recognized international investigative standards and Agency guidelines;
• Review investigations; apply relevant quantitative and qualitative data collection and analysis tools, techniques and approaches; cooperate with other investigations units and professional investigation bodies; review investigation reports for quality control purposes; provide support / guidance / advice / capacity building to UNRWA staff members with regards to investigations; contribute to the development and review of policies, guidance, systems, procedures and tools related to investigation; keep abreast of developments in the area of investigation.
