Job Offer in Jordan. Seeking: Monitoring and Evaluation Officer – Norwegian Refugee Council

NRC Jordan has put in place a Monitoring and Evaluation Unit to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. Within this context, the M+E Officer is responsible for the collection and management of quality M+E data for the various core competencies of NRC Jordan.

In the particular context of NRC Jordan, the following priorities for M+E are emphasized:
•Appropriate and adequate data management

•Ensuring programme units have the tools and knowledge to undertake information-gathering

•Supporting evidence-based decision-making and advocacy

Primary Responsibilities
•Oversee and manage data collection processes, ensuring data is gathered in a timely and appropriate manner and to an acceptable quality

•Manage, or support other programme staff to manage, data analysis

•With input from M+E managers, oversee or support (as necessary) the development of data collection methodology and tools

•With input from M+E managers, oversee or support data management and development of clear information flow between programme and M+E staff, as needed

•Ensure that monitoring data are reported in a timely manner to relevant programme and managerial staff

•Support in standardising M+E across projects

•Support programme staff to establish overarching M+E systems

•Support and contribute to the development of a data management system through documentation, implementation and coordination of standardised information flow of M+E activities and reporting

•Participate in development of guidance and frameworks for CO procedures, policies and processes that assist in institutionalizing and supporting M+E in the country mission

•Participate in recruitment for new M+E staff

•Capacity building and training of programme staff on M+E implementation, for example data collection and data management. Additionally, support in training staff on M+E technical and conceptual areas

•Maintain responsibility for the safety and security of staff whilst they undertake M+E work in field locations

•Report on any security incidents to the Country Security Advisor or designated focal point

•Oversee the performance of supervised staff, including performance appraisals

•Build and maintain good working relations with staff from programmes and projects

•Support the Programme Department in new initiatives, should these arise during the employment period

•Other activities agreed and discussed with the Country and Programme Directors

•Liaise with peer organizations and M+E staff in partner agencies to facilitate lessons learned and coordination
